He should have been immediately terminated, instead of given time to resign. A resignation will not look as bad on future resumes. I'm a little curious as to why the chief didn't fire him right away.

Yeah even I feel the same. Sorry that posting on such an old thread but I think it’s not quite uncommon. I asked from my uncle who works for a DUI lawyer and he has told me numerous times where such favors are given.
